Which appears to have created the program in the first place and appears to have hired Suntasia.
I believe if you want to complain about the marketing practices, CBSi is the logical party, as they seem to be the actual decision makers. Suntasia is just getting paid to do the marketing. Not that they aren't at fault for their practices, but they didn't design the program, and CBSi may not be aware of the abuses being committed since the consumers aren't in a position to be able to communicate directly with them.
Suntasia is unlikely to pass on any complaints to avoid losing their client. They are legally responsible for their own behavior, but CBSi may not be aware of the extent of the problems.
CBSi may also be aware of the problems, but may not care since they don't have to deal with complaints.
